From the preface: This publication is by the project EPACE . The main objective of the project is to elaborate and exchange good citizen participation practices in order to increase and promote participatory opportunities within the European Union member states. According to the e-Governance Academy website , the EPACE project (Exchanging good practices for the promotion of an active citizenship in the EU) was coordinated by the Ministry of Justice Finland and supported by the European Commission Fundamental Rights and Citizenship Programme. Project Partners were the State Chancellery of Estonia and the Ministry of Integration and Gender Equality, Sweden.
