From the website: The TV industry is transforming like never before – more channels, more ways to access TV shows, more competition, new technologies and challenging economic times. These factors are influencing your programming choices, expectations and viewing habits. The CRTC is looking at whether it should change its regulation to allow the industry to adapt so that Canadians can benefit from the broadcasting system. Among the different options under consideration, we are studying whether local television stations should be able to charge cable and satellite companies for distributing their programs. Cable and satellite companies do not currently pay a fee for local TV signals and must distribute them as part of their basic service.
